Understanding the Requirement for a Boat Licence in SA

In SA, a current boat operator’s licence is required to operate any type of personal watercraft or recreational vessel fitted with an engine, regardless of the boat or engine size, or whether the engine is being used. This requirement ensures that all operators have the necessary knowledge and skills for safe boating.

However, operators of kayaks and canoes fitted with an electric motor of not more than 150 newtons, who are aged 16 or over, are exempt. Additionally, those under direct supervision of a licensed person and not exceeding 10 knots do not require a licence.

Steps to Obtain Your Boat Licence

Step 1: Complete a BoatSafe Practical Course

The primary requirement for obtaining a boat operator’s licence in SA is to complete a BoatSafe Practical Course with an Accredited Provider. This course covers essential safety, navigation, and operational knowledge. Upon completion, you will be issued a statement of competency, necessary for applying for your licence.

Step 2: Gather Required Documents

Before you can apply for your boat licence, ensure you have the following:

  • A completed marine licence application form.
  • Acceptable proof of identity.
  • The boat licence fee, which is determined by the duration of the licence you’re applying for.
  • A medical and eyesight certificate if disclosing a medical condition.

Step 3: Book and Pass the Theory Exam

To apply for your boat licence, you’ll first need to book a theory exam by calling Service SA. The exam tests your knowledge of boating safety and regulations as outlined in the South Australian Recreational Boating Safety Handbook. You must pass this exam to proceed with your licence application.

Step 4: Apply for Your Boat Licence

Once you’ve passed your theory exam and gathered all necessary documents, visit a Service SA centre to submit your application. If successful, you will be issued your boat licence on the spot. Remember, your test results are valid for 6 months from the date of issue.

Do You Need a PWC Endorsement?

Unlike some other states, South Australia does not require a PWC endorsement to operate personal watercraft such as jet skis, although there are some rules and restrictions around their use.

PWC Registration

A PWC must be registered in South Australia in order to use it, and your registration number must be affixed to the vehicle. Additionally, your registration number must be:

  • a different colour to the craft
  • fixed on both sides
  • a minimum of 100 mm high
  • affixed to the hull above the waterline and clearly readable from 50 m in fine, clear conditions while the vessel is underway.

PWC Rules & Restrictions

Use of PWC is restricted in certain circumstances in South Australia. A personal watercraft (PWC) can be operated on state waters:

  • Monday to Saturday – after 8:00 am until sunset or 8:00 pm.
  • Sunday – after 9:00 am until sunset or 8:00 pm.
  • At any time between sunrise and sunset on any day, on the River Murray when towing water skiers proving all water skiing rules are complied with.
  • Whales often visit Encounter Bay, Victor Harbor during their migration. The operation of PWC is prohibited during the period 1 May and 30 September (inclusive) in any year at Victor Harbor in the following area.

The following rules also apply to PWC usage:

  • PWC can only be operated by people over 16 years old who hold a boat operator’s licence. Special permit holders cannot operate a PWC.
  • The operator and any passengers onboard a personal watercraft must wear a lifejacket Level 50 or Level 50 s at all times.
  • A personal watercraft may tow another person.
  • They must not operate in unprotected waters, beyond two nautical miles seaward from the coast of the mainland and Kangaroo Island, or from the shores of Lakes Albert or Alexandrina, without approval from the CE of DIT.
  • Unless zoned otherwise a 4 knot speed limit applies to all personal watercraft within 200 metres of the metropolitan shoreline (between Outer Harbour southern breakwater and the southern end of Sellicks Beach) and the backwaters of the River Murray. There are a number of other areas within South Australia where waters with similar restrictions are marked with signs including specified areas locates at Beachport, Kangaroo Island, Meningie, Southend and Victor Harbor. If in doubt, check with the local council or Marine Safety SA.

Licence Costs

The cost of obtaining a boat licence in SA includes fees for the theory tests and the licence itself. As of July 1, 2023, here are the relevant fees:

  • Boat operator’s licence theory test: $50
  • Special permit theory test: $22
  • Licence issued to a person who did not hold a special permit: $48
  • Replacement licence or special permit: $19

Boat Licence Test Exemptions

Certain qualifications can exempt you from sitting the boat licence theory exam. These include an interstate licence to operate a motorboat, a commercial certificate of competency, or completion of an approved course that issues a government-recognized certificate.

Maintaining and Updating Your Licence

Holders of a boat operator’s licence, special permit, or boat registration in SA must notify of any change in name, address, or medical condition within 14 days. Failure to do so could result in fines or loss of licensure.

It is not necessary to renew your boat licence in SA once you have obtained it, and you are not required to pay any ongoing fees.
